A. Moratorium is determined and set from February to June of the Fiscal year during which period, neither financial assistance nor service will be given/rendered by MMLM to any agency unless a Memorandum of Agreement (MOA) is signed prior to February of the current year by both MMLM and partner agency. 

B. Moratorium in the MMLM parlance is a system designed to promote financial/fiduciary stewardship through internal inventory and accounting of MMLM goods, services and financial resources. It is exercised and implemented to prevent waste and fraud. Also, it allows the MMLM Executive Team to meet with partner agencies, conduct needs assessment, review partner agency’s program budget/Achievement reports to determine critical issues of improvement thereby adjusting partner agency’s budgetary requirement for the succeeding fiscal year.
